§ 2-30.1. Appointments of Heads of Departments.

  • Unless otherwise specified herein, the City Manager shall appoint qualified persons to fill the positions required herein and may appoint acting supervisors during periods of vacancy. All such appointees shall serve at the pleasure of the City Manager.

    a.

    Police Department . The Police Department shall be directed by a Chief of Police.

    b.

    Fire Department . The Fire Department shall be directed by a Fire Chief.

    c.

    Public Works Department . The Public Works Department shall be directed by the Public Works Director who shall appoint, with the advice and consent of the City Manager, a City Engineer who has been a registered civil engineer for five (5) years, and a qualified Chief Building Inspector and Superintendent of Streets who shall, under the direction of the Public Works Director, supervise employees engaged in those respective activities. The Public Works Director may consolidate any of those offices.

    d.

    Finance Department . The Finance Department shall be directed by the Finance Director who shall assist the City Auditor and City Treasurer in the performance of their Charter duties and assist the City Manager in supervising all matters relevant to the banking, bookkeeping, auditing, purchasing, investing and other financial matters of the City and its retirement systems and grant-in-aid programs. The Director shall certify on each written contract imposing a financial obligation on the City that there remains an unexpended and unapplied balance of the appropriation of fund applicable thereto sufficient to pay and fully discharge the City's obligation under such contract.

    e.

    Personnel Department . The Personnel Department shall be directed by a Personnel Director who shall be the Secretary to the Pension Board and the Civil Service Board and assist the City Manager to administer the personnel and pension systems and grant-in-aid programs.

    f.

    Recreation Department . The Recreation Department shall be directed by a Director of Recreation and Park who shall be the Secretary to the Recreation and Park Commission and assist the City Manager in the administration of the parks and golf courses.

    g.

    Planning Department . The Planning Department shall be directed by a Planning Director who shall be the Secretary to the Planning Board.

    h.

    Community Development Department . The City Council may establish a Community Development Department. The Community Development Director shall assist the City Manager in the administration of grant-in-aid, housing, economic development and public improvement programs. The City Manager may serve as the Community Development Director or require the assistant or the Planning Director to serve in that position. The Department shall be financed by the programs it administers.

    i.

    Library Department . The Library Department shall be directed by the Library Director who shall be appointed by the City Manager, with the advice of the Library Board, and serve as Chief Administrative Officer and Secretary to the Board.

    j.

    Public Utilities Department . The Public Utilities Department shall be directed by a General Manager who shall be appointed by the City Manager, with the advice of the Public Utilities Board, and serve as Chief Administrative Officer.
