§ 10-2.5. Driver's Permit Procedure and Requirements.

    Upon the application for a driver's permit and before it shall be issued, the driver, whether the owner or otherwise, must evidence a proficient knowledge of the traffic laws of the City and of the State, and demonstrate his or her ability to operate a public motor vehicle. Upon satisfying the foregoing requirements, the driver shall be fingerprinted by, and his or her record filed in, the Police Department. Whenever a driver's permit is issued by the Chief of Police, that permit shall be posted in a place conspicuous from the passenger's compartment of the public motor vehicle while the driver is operating same. Every driver's permit issued hereunder shall set forth the name of the owner for which the driver is authorized to operate a public motor vehicle, and shall be valid only so long as he or she continues to operate a permitted taxicab as either an employee or independent contractor. Upon the termination of such employment, the driver shall surrender the driver's permit to the Chief of Police. No driver's permit shall be granted to any person under the age of twenty-one (21) years. Such a driver' s permit may be denied by the Chief of Police if it appears to his satisfaction that there is substantial evidence of physical deficiencies of the applicant or that the applicant has been convicted of a felony, narcotics violation, prostitution or other crime of moral turpitude within the last two (2) years.

    No such driver's permit issued hereunder shall be transferable in any event.

    c.

    Upon the termination of the employment of any driver, the owner by whom such driver has been employed shall immediately give the Chief of Police written notice of such termination.
