§ 19-1.1. Using Electricity Belonging to City.

No person in the City, other than City employees in the performance of their duties as such employees, shall attach any wire or other conductor to any electric wire or conductor owned by the City, or shall open, connect with, or cut into any electric circuit used by the City, or shall by any device or method obtain or use any of the electricity developed or conducted by the appliances owned by the City.
