The General Manager of the Department of Public Utilities, of the City of Alameda
or his/her duly authorized deputies, inspectors or representatives, shall have the
right to enter or go upon any premises, at all reasonable hours, for the purpose of
testing or inspecting the installation and working of all electrical apparatus, devices,
machines or equipment therein situated, and it shall be unlawful for any person to
refuse to permit said General Manager, or his/her duly authorized deputies, inspectors
or representatives, to enter any such premises for such purposes or to interfere with
the making of any such test or inspection.
