In case an application is denied by the Zoning Administrator, Planning Board, or,
on appeal, by the City Council, it shall not be eligible for resubmittal for three
(3) years from the date of the denial, unless, in the opinion of the Zoning Administrator,
new evidence is submitted in writing or conditions have changed to an extent that
further consideration is warranted.
